Why HRDC Claims Get Cut

Approval is not payment. These five ACM traps quietly reduce what employers actually receive after training.

The real cost is in the claim, not the quotation

Many employers plan training around the brochure rate. HRD Corp pays through the Allowable Cost Matrix (ACM). If group size, hours, attendance, or documents miss the rule, the approved amount can still be cut at claim stage.

1. Under 5 participants → proration

For in-house general courses and internal trainer allowance, groups below 5 pax are prorated.

  • Full-day general course ceiling: up to RM10,500/day/group (7 hours)
  • Half-day ceiling: up to RM6,000/group (4 hours)
  • Internal trainer allowance: up to RM1,400/day/group or RM800/half day
  • 3 pax does not mean the full group ceiling is automatic

2. Below 75% attendance → allowance reduced

  • Attendance must reach at least 75% of total training hours
  • Allowance amounts are prorated by completion
  • Online claims need system-generated attendance, properly declared
  • Late joiners and early leavers affect more than “headcount on paper”

3. Meal and trainee allowance claimed together

ACM practice is clear: employers are generally entitled to claim one type of allowance — meal or trainee — not both, depending on training location rules. Meal allowance caps at about RM100/day/pax (minimum 4 hours). Travel bands differ for <100km and ≥100km.

4. Half-day treated as full-day

  • 4 hours = half-day logic
  • 7 hours = full-day logic
  • A 5-hour session does not automatically unlock full-day ceilings
  • E-learning has its own hour-to-claim table (from RM125/pax at 1 hour upward)

5. Document gaps at submission

  • Missing JD14 / attendance forms
  • Wrong invoice route (HCC invoice to HRD Corp vs receipt for other schemes)
  • No ticket evidence for airfare claims
  • Consumables above RM100/group without itemised quotation/invoice
  • Online attendance not signed by both provider and employer

Before the next grant

  • Confirm trainer type: internal vs external vs overseas
  • Calculate proration if the group may stay under 5
  • Set attendance capture on day one
  • Choose meal or trainee allowance correctly
  • Match documents to the scheme before training ends

Design training that survives claim review

CXCons structures HRDC claimable programmes around current ACM caps, attendance logic, and document discipline — so levy utilisation is planned, not hoped for.
