Internal vs External Trainer Claims
Same in-house session. Different claim path. The ACM treats company trainers, external providers, and overseas trainers under different cost lines.
Why trainer type changes the claim
Under the Allowable Cost Matrix, an internal trainer (company personnel), an external trainer (training provider), and an overseas trainer unlock different cost items. Choosing the wrong line — or assuming every fee is fully claimable for small groups — is a common claim rejection point.
1. Internal trainer (company personnel)
- Internal trainer allowance: max RM1,400/day/group (7 hours) or RM800/half day/group (4 hours)
- Eligible at employer premises or external/hotel venues
- Prorated when the group is less than 5 pax
- Meal allowance for internal trainers: max RM100/day/pax (min 4 hours)
- Travel allowance may apply when internal trainers travel from HQ/branches under ACM distance bands
Practical use: best for structured in-house facilitation where your own subject-matter expert delivers the session.
2. External trainer (training provider)
- Course fee is the main claim line (not internal trainer allowance)
- General courses: up to RM10,500/day/group or RM6,000/half day/group for in-house
- Focus Area / Industry Specific / Professional Certification: as charged, per pax, attendance-prorated
- External trainers claim under trainer/course structures — not as internal trainer allowance
- Supporting documents usually centre on invoice/receipt routes by scheme (HCC vs others)
Practical use: when you appoint a registered provider for specialised content, facilitation quality, and claim packaging.
3. Overseas trainer
- Course fee claimable under ACM external/overseas trainer columns where eligible
- Overseas trainer daily allowance: max RM500/day/pax
- Air ticket: actual airfare with ticket evidence
- Venue may be employer premises or external/hotel, subject to eligibility ticks in ACM
4. The under-5 proration rule
For in-house general courses and internal trainer allowance, ACM applies proration when attendance falls below 5 participants.
- Example logic: RM10,500 ÷ 5 = RM2,100 per pax ceiling reference for proration
- 3 pax does not automatically mean a full RM10,500 group claim
- SLB multi-employer sessions are prorated by each employer’s final attendance
- Focus Area / certification quotes are already per pax and still track completion
Before approving a small-group in-house, calculate the prorated ceiling — not only the brochure day rate.
Quick decision guide
- Own expert, own premise, small team → internal trainer path + proration check
- Specialised external content → course fee path + scheme document pack
- Foreign specialist → overseas trainer allowance + airfare evidence
- Shared public/SLB seat → per-employer attendance proration
