Remote Online Training Without Claim Headaches
Online delivery is claimable — but only when attendance, records, and platform evidence meet HRD Corp expectations.
ROT is not “just a Zoom session”
Under HRD Corp practice, Remote Online Training (ROT) is treated in line with face-to-face structures for many claim rules. That helps employers, but it also means online programmes still need disciplined attendance, duration proof, and proper claim documents — not only a meeting link.
1. What counts as Remote Online Training
- Trainer delivers live, in real time, to trainees who are not in the same physical classroom
- Delivery uses a virtual classroom / approved online platform
- In grant applications, training location should clearly state Remote Online Training
- E-learning with measurable hours/modules follows ACM e-learning hour logic
- Minimum e-learning duration is generally 1 hour with at least one complete module
2. Attendance is still the claim gate
- Complete at least 75% of total training hours
- Allowances are prorated by attendance completion
- Half-day logic still centres on the 4-hour threshold where applicable
- For provider-submitted claims, system-generated attendance must be kept
For online claims, system-generated attendance should be signed and declared by both the training provider and the employer — with company stamp, authorised officer name/position, and date.
3. Records employers and providers should retain
- Course content / module outline
- Invoice or quotation aligned to the approved grant
- Trainer profile (especially for mobile and remote online delivery)
- Attendance T3 form where required
- JD14 (Joint Declaration) where the claim route requires it
- System-generated attendance logs for online sessions
- Video records of live online sessions — keep for at least 2 years under online training guideline practice
4. Delivery quality rules that affect approval risk
- Choose platforms that support real facilitation, not passive one-way streaming only
- Training effectiveness evaluation remains compulsory for live online delivery
- Trainees must be identifiable in attendance evidence
- Do not treat incomplete self-paced clicks as full attendance without module completion proof
- Where scheme rules differ (Grant vs Strategic Initiative), apply the correct attendance threshold for that scheme
5. Practical employer checklist before claim
- Confirm ROT was selected correctly in the grant application
- Match claimed hours to actual completed module time
- Export and sign system attendance before claim submission
- Keep recording links/files stored and retrievable for 2 years
- Align invoice party (HRD Corp vs employer) with the scheme used
- Check whether meal vs trainee allowance rules apply for the location/mode
Design online programmes that survive claim review
CXCons structures HRDC claimable remote and blended programmes with clear hour design, attendance capture, and documentation flow for Malaysian employers.
