The Allowable Cost Matrix (ACM) sets clear ceilings and eligibility rules for claiming training expenses under HRD Corp schemes. For in-house face-to-face programmes, costs are structured by trainer type, venue and category of course.
Under the November 2025 / January 2026 ACM, general in-house courses attract a maximum of RM10,500 per day per group for a full day (7 training hours) or RM6,000 for a half day (4 hours). Amounts are prorated when fewer than five participants attend. Focus Area, Industry-Specific and Professional Certification courses are claimable “as charged” on a per-pax basis and prorated according to actual attendance completion.
Internal trainers may claim an allowance of up to RM1,400 per full day or RM800 per half day per group. Trainee and external-trainer travel allowances are capped at RM250 (under 100 km) or RM500 (100 km and above) per day, while meal allowance is limited to RM100 per day. Overseas trainers may claim a daily allowance of RM500. Consumable materials up to RM100 require no quotation; higher amounts need itemised invoices. All claims remain subject to HRD Corp’s prevailing rate of financial assistance and supporting-document rules.
