One of the most important operational rules under the Allowable Cost Matrix is the 75% attendance requirement. Falling below this threshold directly reduces the amount employers can claim for fees and allowances.
Trainees must attend at least 75% of the total training hours to qualify for full claim entitlement. If attendance falls below this level, both course fees and allowances are prorated according to the actual percentage of hours completed. The same principle applies when fewer than five participants attend an in-house programme — the daily group rate is reduced proportionally.
For e-learning and remote online training, system-generated attendance reports with timestamps are used to calculate the exact hours completed. Employers should track attendance carefully throughout the programme and retain signed records, as HRD Corp may request verification before approving the final claim amount.
