Employer Circular No. 3/2024 and the subsequent ACM revisions significantly raised claimable ceilings to better reflect current training costs and industry needs.
General public courses rose from RM1,300 to RM1,750 per day per pax (full day) and now include a clear half-day rate of RM1,000. E-learning moved from a flat RM700 daily ceiling to RM875 per day (RM125 per hour). Internal-trainer allowance increased from RM1,000 to RM1,400 per full day. Soft-skills group size was expanded to a maximum of 50 participants with one trainer.
Travel allowances were raised to RM250 / RM500 and meal allowance to RM100. Overseas daily allowance climbed from RM1,000 to RM1,500, with the option of two extra days. Focus Area and Industry-Specific courses shifted to “as charged” on a per-pax basis, removing the previous rigid daily group caps. These changes apply across HCC, SBL and SLB schemes and took effect progressively through 2025.
